Mariner's Way - Discovery + Action Plan

Mariner's Way Discovery + Action Plan (MW-DAP) is a planning project funded with a grant from the state’s Brownfields Area-Wide Revitalization (BAR) Planning Program. The grant was awarded through the CT Department of Economic and Community Development (DECD) Office of Brownfield Remediation and Development.

Old Saybrook received the $200,000 grant to further test and refine the concepts of the 2014 Mariner's Way Plan. CivicMoxie, the consultants selected through a competitive process, conducted the study. Extensive outreach to residents, property owners, businesses, and the community at large was integral to the process as was a market feasibility study to ensure the plan proposed redevelopment concepts that fit with economic and demographic realities. The final result reveals several redevelopment concepts for the corridor and streetscape with potential to be realized. The project began in September 2016 and concluded in December 2017.

While the study concluded, MW-DAP is just the beginning.


MW-DAP Implementation

The Mariner's Way Redevelopment Committee, a sub-committee of the Economic Development Commission, was created in May 2018 to implement the actions outlined in the MW-DAP Report. Two immediate tasks for the committee will be exploring the development of a Tax Increment Financing (TIF) tool to encourage redevelopment and guiding marketing efforts to attract potential developers. A little over $20,000 remains of the BAR Planning grant funds and DECD approved the use of those funds to explore the TIF tool and market the Mariner's Way area to developers. The committee will continue its work after the expiration of the grant funds to ensure the successful redevelopment of Mariner's Way.
