What is the Mariner’s Way Discovery + Action Plan?

Old Saybrook received a grant from the State Department of Economic and Community Development (DECD) to further refine and test the concepts of the Mariner's Way Plan. We are calling this project the Mariner’s Way Discovery + Action Plan.


Why are we developing the Mariner’s Way Discovery + Action Plan?

In 2012, the Town recognized the redevelopment potential of Route 1 East (now called Mariner’s Way) and convened a Task Force to study the area and provide redevelopment concepts for the area. These concepts were created for the Mariner’s Way Plan which was adopted as a section of the Town’s Plan of Conservation & Development in August 2014. The Discovery + Action Plan will refine the concepts in the Mariner’s Way Plan.

Ultimately, the Town expects to have updated branding, a clear idea of what types of development are feasible, and what town residents, property owners and business owners want developed along Mariner's Way.


How are we paying for the Mariner’s Way Discovery + Action Plan?

The DECD Grant is provided through the "BAR" Planning Program and is named for its purpose: Brownfields Area-Wide Revitalization (BAR). Because a number of properties along the Mariner’s Way corridor are known or suspected brownfields, the Town was granted $200,000 to refine the existing Mariner’s Way Plan and develop viable redevelopment options for the area.


Who is the Consultant on the Mariner’s Way Discovery + Action Plan?

Through a competitive bidding process, the Mariner’s Way Discovery + Action Plan Committee selected CivicMoxie and their consultant team to guide the Town through the BAR Planning process.


Who is on the Mariner’s Way Discovery + Action Plan Committee?

The Mariner’s Way Discovery + Action Plan Committee, as required by the grant, consists of Old Saybrook residents with a variety of backgrounds who serve on other Town commissions:

  • Ken Soudan, Planning Commission
  • Emily Grochowski, Architectural Review Board
  • Sandra Roberts, Economic Development Commission
  • Carl P. Fortuna, First Selectman
