Special Town Meeting

Notice is hereby given that a Special Town Meeting of the electors and citizens qualified to vote in Town Meetings of the Town of Old Saybrook will be held at the Old Saybrook Town Hall, 302 Main Street, Old Saybrook, Connecticut, on Tuesday, August 24, 2021 at 6:00 p.m. for the following purpose:
 
  1. Based on the recommendation of the Board of Finance and the Board of Selectmen, to approve an appropriation in the amount of $25,000 as outlined in the USDA rural development grant program for the purposes of funding an architectural feasibility study at the Acton Public Library, which will subsequently be reimbursed in full upon completion of the study, and to place those monies into a new fund entitled: “Acton Library Feasibility Study”.
  2. Based on the recommendation of the Board of Finance and the Board of Selectmen, to appropriate $250 thousand from the Town’s FY21 surplus to the municipal reserve fund (“MRF”) and further to transfer these funds to the Town pension plan next fiscal year in order to meet the full ADC for FY22 and to place said funds in the Town Pension Plan Fund 8100 to be used for the purpose of augmenting the FY22 ADC budget. 
 
  1. Based on the recommendation of the Board of Finance and the Board of Selectmen, to appropriate the movement of $150 thousand from the Town’s surplus for FY2021 and to transfer those funds into an off-budget account called “DPW paving and road maintenance”. 
 
  1. Based on the recommendation of the Board of Finance and the Board of Selectmen, to appropriate the $200 thousand from the Town’s surplus for FY2021 and transfer said funds to an off budget Fund called “sidewalk construction”.
