Annual Town Meeting, November 27, 2023, 6:30 PM, Old Saybrook Middle School

Notice is hereby given that the Annual Town Meeting of the electors and citizens qualified to vote at town meetings of the Town of Old Saybrook will be held at the Old Saybrook Middle School Auditorium, 60 Sheffield Street, Old Saybrook, Connecticut on November 27, 2023 at 6:30 p.m. for the following purposes:
 
  1. As recommended by the Board of Selectmen and Board of Finance, and as approved by the Board of Selectmen ad hoc ARPA committee, to approve an appropriation from the American Rescue Plan Act (“ARPA”), which funds have already been received by the town from the United States Department of the Treasury, in the amount of $50,000 for the purpose of purchasing and installing a Preservatech Maxi One humidity generator at the Katherine Hepburn Cultural Arts Center (KHCAC).
  2. As recommended by the Board of Selectmen and Board of Finance, to appropriate $25,000 from the capital non-recurring account   for the purpose of transitioning to a new time and attendance system.
  3.  As recommended by the Board of Selectmen and Board of Finance, to approve the Town of Old Saybrook entering into a reimbursable Small Town Economic Assistance Program (STEAP) grant in the amount of $500,000 for the purposes of replacing old radio communication equipment and purchasing P25-compatible radios (as many as 62) that can be used with both the Old Saybrook communications system but also with the Statewide Radio System. The funds will be reimbursed upon the completion of the project.
  4.  As recommended by the Board of Selectmen and Board of Finance, to appropriate $84,654 from the capital non-recurring account for the purpose of completing the purchase of P25-compatible radios for the Old Saybrook Fire Department. 
  5.   To receive and act upon the reports of the town officials as printed in the Annual Town Report for the fiscal year July 1, 2022 to June 30, 2023
