Special Town Meeting, March 24, 2020, 6:30 p.m. - Vicki G. Duffy Pavilion

Notice is hereby given that a Special Town Meeting of the electors and citizens qualified to vote in Town Meetings of the Town of Old Saybrook will be held at the Vicki G. Duffy Pavilion, 155 College Street, Old Saybrook, Connecticut, on Tuesday, March 24, 2020 at 6:30 p.m. for the following purpose:

 

To amend Chapter 128 of the Old Saybrook Town Code Flood Plain Management to add required Standards for Development in Areas of Shallow Flooding in AO & AH Zones (new Section 5.3.8)., to amend existing text to clarify standards for mechanicals, connections, fuel tanks, fully enclosed areas below the base flood elevation and make clear that substantial improvement includes repairs/damages. Said amendment would also change the current Ordinance requirement from the FEMA designated minimum base flood elevation (BFE) plus one additional one foot to the FEMA designated minimum base flood elevation (BFE) plus two additional feet. A copy of this revised proposed amendment is on file in the Old Saybrook Town Clerk’s office, on the town website (to view, click here), and at the Acton Public Library.

 

Based on the recommendation of the Board of Finance and the Board of Selectmen, to approve the transfer of $39,378 from the town’s capital non-recurring fund 3350 for the purposes of installing a new library door entrance ($19,200) and a new boiler ($16,598), which sum includes a contingency; and to place those monies into a new fund entitled: “Library Door & Boiler Repair”;

 

Based on the recommendation of the Board of Finance and the Board of Selectmen, to approve the sum of $376,609.84 for the purchase of a municipal roll off truck, municipal dump truck and a mason dump truck, said amount to be financed for a term not to exceed five (5) years, said amount to be paid from the Department of Public Works Reserve Fund 3353.
