Special Town Meeting Minutes June 8, 2021

MINUTES of SPECIAL TOWN MEETING  -  June 8, 2021
 
MINUTES of SPECIAL TOWN MEETING held June 8, 2021 at the Old Saybrook Town Hall, 302 Main Street, 1st floor conference room, Old Saybrook, Connecticut,  immediately following the Public Hearing at 3:30 p.m. with approximately 15 persons attending.  Scott Giegerich moved, seconded by Sarah Becker and unanimously voted that Carl Fortuna serve as Moderator for this meeting.  Items on the call of this meeting were discussed and explained at the Public Hearing immediately preceding the Special Town Meeting.
 
Moderator Fortuna asked the Town Clerk, Sarah V. Becker, to read the call of the meeting.
 
  1.  To act upon the recommendation of the Board of Selectmen to approve three applications For the Neighborhood Assistance Act (NAA) (Connecticut General Statutes Sections 12-631-12-638):
  1. The Connecticut Cancer Foundation $150,000 based on the NAA’s Program Serving Low-Income Persons tax credit of 60%.

  1. The Katharine Hepburn Cultural Arts Center:  $150,000 based on The NAA’s Energy Conservation Program tax credit of 100%. 

  2. The Estuary Council of Seniors:  $95,205 based on the NAA’s Energy Conservation Program tax credit of 100%.
 
Moderator Fortuna asked if anyone would like to comment, however, clarification was voiced at the Public Hearing by the directors of each above mentioned programs.
 
Carl Fortuna moved, seconded by Matt Pugliese and unanimously voted to ADOPT Item 1.
 
  1. To act upon the recommendation of the Board of Finance and the Board of Selectmen to appropriate funds from the capital non-recurring fund in the amount of $9,800.00 for the purpose of modernizing the Parks & Recreation network infrastructure and establishing a broadband high-speed connection between the Town Hall building complex and the remote Youth & Family Services building; further to place said monies in a new off budget account Entitled, “P & R, Y & FS Infrastructure Project”.
Larry Hayden, IT Director, advised that the system is currently running through the Comcast network and is extremely slow.  The new modernization of the system will increase speeds dramatically.
 
Carl Fortuna moved, seconded by Scott Giegerich and unanimously voted, to ADOPT Item 2.
 
On a motion duly made and seconded it was unanimously voted to adjourn at 3:43 p.m.
